Kazakhstan Adoption

Located northwest of China and south of Russia , Kazakhstan borders the Caspian and Aral seas.  Kazakhstan is a former U.S.S.R. republic and one of the largest republics to come out of the breakup of the Soviet Union . The Independent Republic of Kazakhstan was founded in 1991.

Much of Kazakhstan still looks the way it did when Genghis Khan and his hordes swept across the Central Asian steppes: vast, desolate and empty.

The people of Kazakhstan are very kind and gracious, and are of Kazak, Russian, Korean, German, or Tatar descent.   

Children who end up in the orphanages of Kazakhstan are typically abandoned at the hospital at birth. This means that some (although minimal) birthparent history may be available, along with some of the child’s medical history. These children are usually abandoned due to extreme poverty – because the birth family is unable to provide for them

Kazakhstan has an excellent reputation of caring for their children who live in their orphanage system.  All orphans from birth up to 3-4 years old are placed into  Baby Houses  which are regulated by the Ministry of Internal affairs. The baby houses are impressive in terms of cleanliness and genuine love for the children. The adult/child ratio in the baby houses are 1:6. The children remain with their own age group (usually 10-12 children) and each group always has at least two caregivers. This stability in their environment facilitates their emotional development and ability to form attachments with their caregivers.

Once the children are 4 years old, they are moved to a Preschool Orphanage for children age 4-7. The children age 7-16 live in an Orphanage, which is sometimes called a Children's Home.

There is no such thing as a "referral" in Kazakhstan.  Even though you may wish to adopt a particular child, the Government of Kazakhstan does not match a child to the parents or in anyway refer a child to adoptive parents until the parents arrive in Kazakhstan, select a child in person, and apply to the court to adopt the child.

The children must be on the local registry for 3 months and then on the national registry for 3 more months before they can be adopted internationally. The youngest child to be adopted from Kazakhstan will be at least 6 months old.

Healthy infants 6 months of age  and older, toddlers and school age children are available for adoption.  Special needs children are also available.

The children in Kazakhstan represent a variety of ethnicities including Asian, Eurasian, and Caucasian.

ADOPTION TIMETABLE

Dossiers are sent to the Kazakhstan Ministry of Foreign Affairs for approval and then to the Guardianship Body in the town where the orphanage is located for their approval.  Once your dossier is approved  by the Guardianship Body, they will  invite you to travel to Kazakhstan.

The total process time from dossier submission  to  the time adoptive parents can travel  to bring home their child averages 4-6 months.  

TRAVEL REQUIREMENTS

One trip, approximately 3-4 weeks.  This time is spent identifying the child, visiting the child for a minimum of 14 days, petitioning the court for adoption, waiting for a court hearing, waiting for the adoption to become final (often 15 days after the court hearing), and completing post-adoption paperwork (new birth certificate, Kazakhstani passport, and Kazakhstani exit visa) at various government offices.

If married, both parents must travel to Kazakhstan to identify a child, for the mandatory 14 day visitation, and for the court date. One parent may  return home afterward, with the other parent remaining in Kazakhstan until the adoption is completed.

Our international coordinator will be making all of your in-country arrangements in Kazakhstan.  You  will also be greeted and escorted the entire time you are in Kazakhstan  by our international facilitators  who will walk you through the adoption process step by step.

IMPORTANT NOTICE FROM THE U.S. STATE DEPT.

January 28, 2005

The U.S. Embassy in Almaty reports that the Kazakh Government has transferred responsibility for passport issuance to the Ministry of Justice, which does not yet have adequate staff to process passports for orphans in an expeditious manner. As a result, it is taking at least 30 days to obtain a Kazakh passport for an adopted child, which is required in order for the child to leave Kazakhstan. Recognizing the hardship this creates for adoptive families, the U.S. Embassy has urged the Government of Kazakhstan to expedite passport issuance for children. We will provide further updates as information becomes available. Until further notice, families pursuing an adoption in Kazakhstan should take these delays into consideration when planning their travel.
